table for 25 please

I’m in search of a free (not necessarily Open Source – just freeware) XHTML-compliant WYSIWYG editor. Some of the data I’m publishing online at work simply mandates that it be in a table (because it’s tabular data obviously). I originally used OpenOffice to create the document, exported it to HTML, then spent an hour cleaning up the table code-bloat. Now, I just need a simple editor to allow simple changes such as inserting a new row or column or rearranging the items. It’s just simply too cumbersome to do it in Kate or Crimson Editor.

Nominate an app if you know of one – whether it be for the Linux or Windows platform. I’ve already looked at FCKeditor and ruled it out because it’s web/javascript based.
